Lady Ashton

Pensant qu’il est ridicule de commenter un changement en cours, je n’ai rien dit des aventures de Lady Ashton et des critiques qu’elle suscitait. Dommage, c’est une illustration édifiante du changement tel que conçu par l’UE.

Voici comment a été recruté le « leader du changement », et comment tout a commencé :

For anyone it would be a big ask. But for someone with little or no experience of foreign affairs to be tasked with setting up a diplomatic service and to expound foreign policy on behalf of 500 million people the hurdle is immense. Welcome to the world of Catherine Ashton.
She did not seek the job of EU foreign minister and she was not first choice. She emerged from the chrysalis of a euro-compromise

Et maintenant, le changement :

One of Catherine Ashton's main tasks is to build a diplomatic service or what the EU calls its External Action Service. What it would entail was left surprisingly vague by the Lisbon Treaty and Catherine Ashton has to set out her plans at the beginning of April.

Autrement dit, le changement a été de nommer Lady Ashton. Pour le reste, c'est à elle de décider, et à ce qui faisait office de service diplomatique, et qui demeure. Et il n’y en avait pas un, mais deux : la Commission et le Conseil de l’Europe ayant chacun le sien. D'ailleurs les nations continuent à gérer leurs affaires comme si de rien n'était.

À croire que ce changement a été conçu par un Français. Toujours est-il qu’à en juger par la maturité de ses techniques de conduite du changement, l’UE ne devrait pas être en état de lire mes travaux avant quelques siècles…

  • En dépit de ses malheurs, Catherine Ashton ne devrait pas échouer. Après s’être moqués d’elle, les États et les organes européens compétents découvrent qu’elle ne peut perdre sans qu’ils se ridiculisent :
What Catherine Ashton has going for her is that both MEPs and most of Europe's leaders have a vested interest in making her job work. The consequence of failure is not just humiliation for Catherine Ashton but recognition that the long years of arguing have failed to deliver a stronger voice for Europe on the world stage. Few want to see that.
